Shebra L. Evans

Shebra L. Evans is a distinguished education leader and governance expert with extensive experience in board-superintendent relations, strategic planning, and community engagement. She served two four-year terms on the Montgomery County Board of Education, representing District 4, and held leadership positions as Board President and Vice President. Throughout her tenure, she worked closely with superintendents and district leaders to foster collaborative governance, improve policy management, and enhance stakeholder engagement.


As chair of the Board’s Communication and Stakeholder Engagement Committee, Mrs. Evans championed transparent communication between school leadership and the community, ensuring families and educators had a voice in decision-making. She also served on the Board’s Policy Management and Strategic Planning Committee, playing a key role in shaping policies that drive student success and district accountability.


At the state level, Mrs. Evans has been a leader in education policy, serving as Secretary, Treasurer, and President-Elect of the Maryland Association of Boards of Education (MABE). She chaired the MABE Educational Equity Committee and contributed to the Policies and Procedures Committee and the Blueprint Implementation Ad Hoc Committee, demonstrating her commitment to ensuring that governance decisions align with equitable student outcomes.


A dedicated advocate for public education, Mrs. Evans believes that strong board-superintendent partnerships are essential to building high-quality school systems. She specializes in helping education leaders navigate governance challenges, align strategic goals, and foster productive relationships that enhance student achievement.


Beyond her board service, Mrs. Evans is a board member for Big Learning, Inc., an advisory board member for the YMCA – Youth & Family Services, and an active member of various civic organizations, including Alpha Kappa Alpha Sorority, Inc. ® and Top Ladies of Distinction, Inc. She is also a graduate of Emerge Maryland (Class of 2016) and Leadership Montgomery (Core Class of 2018).


Professionally, Mrs. Evans has a background as a Financial Analyst in the cable and energy industries. She holds a Bachelor of Business Administration in Economics and Finance from Tennessee State University. A proud resident of Montgomery County for over 23 years, she and her husband, Lawrence, are the parents of two college students, both graduates of Montgomery County Public Schools.
